The Noctua is slightly better, in some tests the Macho is better by 1c or so. But if you scour other reviews you find the D15 is slightly better. I also much prefer the mounting of the D15, the Macho mounting is a bit odd. Saying that, macho has much better compatibility.
You can't go wrong with either honestly.

That demoed Ryzen is probably a 3700 or 3700X so I'm guessing $350-400. Obviously there will be a 3600(X) and based on the empty die area there will probably be a 3800(X).
