I would:
* install debian with icewm
* install the maximum amount of ram the motherboard allows
* maybe install a cf card with an ide-cf adapter and install the os on that
* install a good agp video card that i happen to have in my junk box (if agp slot)
*check that the hard disk is in good condition and replace it if not
*replace the psu

Then it should be manageably useful for a lot of the stuff i do

mSATA SSDs and IDE adapters are much cheaper.

Do everything I do now, only slower.

I would install Void with JWM or IceWM. Just 40mb ram usage is great for an old PC like that which normally has 256-512mb.

That processor is way faster than OP. I'm assuming OP is a Pentium III 586mz. I had the 686mhz in my first computer. So slow! Pentium III 1ghz much faster. I could do what I do now on one of them.

Anyway I'm probably gonna install Jagged Alliance 2 and Mechwarrior 3, and probably use MS-Office 2007 and the best XP-based browser (Pale Moon / New Moon) to use my gmail and edit documents that need editing.
I can still do everything recreationally I want to, even if desktop applications wouldn't install, web-based options and VMs exist (if say I needed to use some dogshit like discord or youtube or something).

Now here's the real question - my job lets me connect in through Citrix receiver, which still works on winxp, but i'd be running applications on a remote server - Not sure if this works with your criteria, but it would work IRL.

This. Just use it with identical era software because modern shit is absolute bloat and its especially noticeable in direct comparison on old hardware. The hardest part would be a browser that supports all the nuweb shit and captcha.

Opera 12.5 can do most everything modern (TLS 1.2 encryption even) and runs on Win98+Kernel EX.
It has issues with capcha sometimes, but if you suppres it and use the non JS capcha it's able to post with no problems at all.
