seamonkey is either dead, or will soo switch to quantum, wich will probably adversely affect its performance (the number of extesions it can runn is currently extremely limitied, so the switch might actually improve things)
palemoon will probably contiue to be a light, efficient browser well into the forseeable future, but current testing places seamokey as the most frugal.

if youre on windows, k-meleon has beta builds based on palemoons goanna engine - it outperforms all the above mentioned in resource consumption while supporting ublock and greasmonkey.

the 1404 lts of lubuntu provides an extremely lightweight firefox based browser in a special repo - 'Conkeror' which uses emac like bindings like surf uses vi.

otherwise, if extensions, javascript, or full css support arent an issue, you could try netsurf (full css, partial js), or dillo (partial css) or links2 (gui, but no css/js)
