The only reason those "people" are underrepresented in FOSS is because they suck at programming. There's literally no entry barrier - nobody knows who you are unless you make an effort stating it. Diversity hires might not be able to program, but increasing the userbase of FOSS platform is critical, otherwise just like MSOffice and Skype they become the standard.

CoCs are being forced in to the free software movement for the same reason the progressive queue was forced in to occupy wall street. Grass roots movements like these have an inherent advantage over their top down enemies. In the case of software development, the free software developers have the advantage of not requiring a HR department and other bureaucracy. Bureaucracy is an enemy efficiency. Free software is already at a resource disadvantage to proprietary software companies. Enforcing proprietary software bureaucracy negates the advantage that helped the free software world operate with lower resources.

Why do people directly associate diversity inclusion with programming? We also need casual user who prefer free program as daily driver that just werks. I can't speak for others, but my impression was that no one had any issue with women/trannies/whatever working HR or PR positions.
