Get a windows 10 pro key from ebay for 10 bucks (1000yen)

You can easily save a few hundred bucks on that build by going for a cheaper case and a cheaper graphics card that'll have the same overclock and warranty.

I recently built a PC in Japan. I bought my parts from Amazon.co.jp when possible, and for the price-gouged items, from Amazon.com.
I paid some overhead on import fees, but overall it was tolerable.
