Note how they don't say that PCIe 5.0 will launch before PCIe 4.0, just that it will be "ready." PCIe 4.0 was "ready" last year and hasn't reached the market in any product until this year. It seems likely then that PCIe 5.0 won't be in a single product on the market until 2020 at the earliest.
Also there is literally zero tangible benefit to PCIe 5.0 over 4.0 when it comes to desktop hardware that actually exists right now or will exist in the next couple years. If Intel uses it as an advertising point it would functionally be snake oil. Modern GPUs can't even saturate the 3.0 lanes they get, and doubling the throughput will be more than enough for NVMe drives. The probability of PCIe 5.0 remaining datacenter/HEDT only for at least a couple years is quite high.

PCIe 5 isn't being announced, it's being finalized. I wouldn't expect to see it on desktop before AM5 and Zen 4 is introduced unless an AM4+ is made. Backwards compatibility for PCIe 4 on x370 and x470 was said to be likely but quadrupling bandwidth seems like a bit much.

Totally impractical. You still need to run traces for every single slot and provide clearance for other components. You could do it on a novelty board specifically designed for housing a ton of SSDs, but what's the point in that?
