Have you tried looking at Cinnamon's panel settings? You probably just deleted it by accident.

mint13 used to lose its shit,
wrote this to remember how to fix it
maybe it will give a clue what to look for:

Xfce loses its window dressing, minimize-maximize-close buttons

Reason: some process used its own window manager but then
failed to restart Xfce's standard window manager, xfwm4.
This setting is stored in the directory (folder)
~/.cache/sessions
so even booting won't get rid of the problem.

Solution: Quick fix: restart the window manager manually by
giving the command 'xfwm4 &' in Terminal Emulator.
The problem will however return after booting.
For a lasting result, go to ~/.cache/sessions,
delete all files and reboot.
Select View >> Show Hidden Files (Ctrl+H) in File Manager
to see the hidden .cache directory.

I just quit on windows 10 and moved on to linux manjaro, even i didn't know how to get back the taskbar and the start menu but i later learned alone just by messing around the desktop. Manjaro has panels customization, you can add one or more taskbars and unlike windows, you can change pretty much anything on it.
