You're not going to get much in the way of IPC improvements on upgrades to the same core design. Ryzen is where we saw the big IPC improvement and we won't see another big improvement until the next core redesign.
Same reason we see ~5% clock for clock improvements from Intel each generation. They're milking all they can from their Core2 design, which they're still basically using with Coffee Lake.

An R5 3600 engineering sample was 30% faster than the R7 2700 with the same number of cores and threads, you absolute mongoloid.

That engineering sample had to have a similar single core score to an 8700k and it was the 65w non-x part. The 95w (or 105w) x version will at least tie a 9900k in single core.

Wrong. The power draw of the 9900k and R5 3600 engineering sample in the CES demo approximately matched total system power draws for the 9900k and 2700 (but NOT the 2700x) in those same tests, clearly indicating that the engineering sample was a 65w TDP chip, not a 95w or 105w TDP chip.

The literal subject of this thread is more news coming out supporting that there will be 12-core and 16-core Ryzen 3000 models, which would then obviously make the 8-core the R5, the 12-core the R7, and the 16-core the R9.

This would also make logical sense as the R9 will be a new line, enabling them to justify the line not being compatible with older AM4 boards that won't support a 125w TDPs.
