Windows consumer market should quit selling oem discs and only sell certified hardware, like Google does for ChromeOS. They already have their flagship line of Surface Pros, they could then focus more on server and enterprise

Uhh... so? Credit cards make sense because you might make in-app purchases, or buy software from the Microsoft Store. Of course you're identified with your user account, you don't really have a reason to hide your identity unless you're doing something malicious.
