It's not illegal to own a high powered FM transmitter. There are tons of them out there that put out 50w+ which would be good for a few miles, more if you can situate the antenna on a hill or tower.

Digital AM and FM have both flopped in the USA, analog is here to stay.

Not quite relevant but I just wanna say that ham radio is boring as fuck. All the local repeaters are just old men talking about their health problems or antennas.

Digital AM and FM? I'm sure digital transmissions use neither, but use QAM instead.
Anyway enough me being pedantic, many countries have already switched to digital and many more seem to be following the same trend, from one side it's really sad because means that tons of nice vintage equipment will stop working and also means that building a radio receiver will become impossible without a prebuilt IC for decoding.
On the other side, who even listens to FM radio anyway all they ever play is pop trash (at least here) so makes no difference if they switchoff or not.
As for a possible emergency situation I consider more vital having an PMR/FRS or even a ham radio transceiver than a 80-108 receiver.

For getting information out to the general public I actually think this is the best.

Though I am biased, a few years a go I was in a small city that got flooded, not that badly, but enough to be very disruptive. The local substation got flooded which took out the power for ~55000 homes lasting about 3 days. The mobile network only lasted a few hours before it went off too. No VDSL based internet either. The only source of information was through a local radio station that had to relocate to the top floor using generator power to work their transmitter. They had one operational phone line which they used to get information from a station employee in another town who had internet access.

I personally dislike ham radio because it doesn't respect my freedom or privacy, requires usage of government issued callsign, outlaws encryption and most forms of data transmission.
Still can be useful in an emergency, I think I should get at least one of those cheap baofang transceivers for use in an emergency. Still it's boring of I'm buying a device I can't use unless there's an emergency
CB radio seems like an alternative for and I've wanted to dig into pirate radio on those unused military frequencies for some time, but is there anyone even listening in those? Ham is already a small community, pirate seems like a niche inside a niche.

I thought about doing something like that once. Small bank of lead acid batteries in the trunk with a custom designed power amplifier. Could probably drive a few hundred watts. Not sure how I'd integrate the VHF antenna though. Can't use the car's antenna because I'm not sure it could deal with the power.

Got an old radioshack one so i could listen to coast 2 coast am.

But how do you get hold of one?
I do some research on thek sometime ago and I'm pretty sure the run using a raspberry pi.
