They have no idea what they're actually getting until they have a certain volume that they can bin. Also, AMD already learned a lesson on this with bulldozer when they were hyping up performance and then when GF's process turned out to be shit they quietly walked back the performance claims. Even then they didn't make any claims about SKUs like you're suggesting. Would probably be 300-350W, actually. That 5GHz would just be on 4-8 cores while the others are mostly idle, not all 48.
