Well according to the benchmarks the rtx gets 56% less fps with RTX on. RTX off and they're within margin of error. I think the 1080ti is still the best bet.

No it's an awful jump for 3 years, but that's the current state of the market.
2060 is the same, 15% faster than the 1070 at the same price 3 years later yet people are praising it as the second coming of christ
These current GPUs are going to have terrible resale value next year, fall off a cliff once Navi/7nm Nvidia and intel GPUs are here

You can get a 1080 for 300 USD off ebay these days. 2070 is probably better for 4K though.
