The first half is really slow 'monster of the week' where the plot doesn't really advance but the story starts advancing after the second half desu
It gets great by the space arc and then the OVA where they shifted into a less safe direction after the director realized kids aren't watching GaoGaiGar and it's mostly mecha otaku that are buying merch and tuning in.
