An ODroid should work.
I use a 2008 dell ispiron laptop running windows vista basic for all my needs.
Get something like a NUC, even an older refurbished model would be fine, somewhere in the Pentium or i3 ballpark. I gave my mum one and she still can't believe that a "computer is really in there"

I was looking at building something from new parts, so it lasts them as long as it can. Was looking at some APUs, but I am no longer into PC building game.
What are the bare minimum specs I should look for?

If you absolutely want new parts, either take a ryzen 3 2200g, or just an athlon 200ge. 8GB of RAM and a small SSD would be good too
I can do all you mentioned in your first post on a Sandy Bridge i5 with 4GB of RAM, use whatever processor is cheapest and made after 2014, 8GB of RAM and a 128GB SSD to install the OS and programs.

I want new parts for the reason that I want it to last them few good years... And maybe upgrade with a bit higher tier used parts in few years. I was already thinking about Athlon 200ge, since it seems like a decent product for the price.
Yeah sure go for it then, when your parents feel like the computer's going too slow switch the athlon with whatever Ryzen 1st to 3rd gen processor you want

My 2012 laptop works fine for that. Just disable Youtube 60FPS
Just get the Ryzen 2200g or 2400g and call it a day. All you need is fast ram to get the most performance (3000 MHz minimum) but I doubt your parents would notice any performance increase. Also a cheap sata SSD also.
