Because Microsoft wanted a monopoly on the internet, they even tried teaming up with AOL when aol was more common than a regular DSL connection. The only reason they didn't get the same vice grips they had on desktop OS was because they were too late to the game.
Internet explorer will soon be the same engine as chrome anyway. The IE sucks meme is from back when IE never followed web standards and broke every website, these days web browsers are all almost the same.

if you slipstream windows install without IE some of windows functionalities doesn't just work, you literally can't have (fully) working windows without IE.
