At those times site owners were not guys with suits who wanted to make millions with their website but people actually build pages for fun and for their interests. It grew exponentially when Microsoft put it in Windows. They were doing it to extend TCP/IP with their bullshit to turn a profit.
They failed, but Google eventually capitalized on people brought by Microsoft.
So essentially it always was about profit for big tech who lured people to the net, they just didn't get it right at first.

In most other businesses that's called "bait and switch" and is generally illegal. Offering one product until you have enough users and then drastically changing that product once you've got enough mindshare seems unethical at best.

I was browsing a site that was literally an ad site. A site that collects folders and coupons of stores and supermarkets.
While browsing a folder of a local store, I got interrupted by a random full screen popup ad.
Now we have ads sponsored by ads. You can't make this shit up.
