Lots of games are GPU-bound more than CPU-bound. Clock speed can make up for a lot. Lots of people prefer to do incremental upgrades instead of replacing everything at once. CPUs have advanced in performance at a much slower pace than GPUs have for, oh, the past decade, so people pick that part to stretch out the life of.

This, pretty much. I get a much bigger improvement from upgrading my GPU than my CPU, but I generally replace one or the other every few years. With the way the market is going and core counts have been rising over the last couple years, I'm expecting to see games with more ability to utilize more cores in another year or two and I might upgrade my CPU then. At the current moment though, my 4790K keeps up with my 1070 well enough to not worry about it. As for SSDs, I'm still using SATA based drives so the CPU isn't even close to a bottleneck there. I'll start looking at NVME drives after the next CPU replacement.

The 710 drives the two secondary monitors, the 1050ti drives the primary monitor and the oculus rift.

The 710 is also in charge of H264 encoding.

It physically can't drive three monitors and the rift at once; it doesn't have enough connections. The 710 was $5 and adds another HDMI, a DVI and a VGA, as well as another analogue timing clock should it be needed for some fucking around.
As for the encoding sure but why not offload that onto the 710 anyway? 710 or 1050ti they both H264 at the same speed so it only makes sense to have the 710 do it and leave the 1050ti's resources free for other, potentially more intensive tasks.

The real adults here realize that there are better things to spend $1500 on if it won't be a really big improvement. If the machine already runs all the programs we want reasonably fast, there's no reason to waste money upgrading it.

And for those who game on their PCs, some really care about getting over 100 Hz on highest settings at 1440p, others don't really mind dropping to 720p medium to make the heavier games playable.

i use an i7-2600 with a 1050ti. games are way more gpu-intensive than cpu-intensive and for everything else an i7-2600 is still way more than enough

Because the biggest bottleneck on most games is the graphics card, not the CPU.
Most games still CPU bound are on the Source engine, an engine that's 15 years old now.

I have a 2600k that won't die and I use as a media server atm. I have multiple 4770ks for the kiddo gaming rigs and my 4790k to boot. Damn things refuse to give up the ghost and perform well enough it's pointless to upgrade. Z87/Z97 mobos I have already had m.2. 2600k system is the only one that shows some age atm. It just runs plex and some other shit though. All of em OC'ed since purchased 4.6-4.8Ghz with cheap cryorigs 212s and a noctua. Amazing really.
