Depends where you live. Most of the time you're fine but you might get letters and even though they don't matter it's easier to use a vpn to avoid them.
Leeching won't get you in trouble though, seeding is what'll get you in trouble if anything.

As others have said depends on what you're torrenting. Use some common sense if you're not using a VPN.

Major movies from big studios will get you strikes. So will the newest AAA shit gayme from EA, Ubisoft, or Bethesda on major public sites. I've never gotten a strike torrenting anything Japanese, or old obscure music/software/etc.

In Germany law firms have bots which collect German IPs of people who seed copyrighted material. A few days later you get a letter asking you to pay 500 Euros in fines.

My roommate got one letter years ago because he torrented a cam rip off some new movie, which is stupid already. Nothing happened. He just stopped seeding. Never used a VPN or any means of obscuring my identity. I use a private tracker.
