This part is true though.

I bought a 2080 when it launched, and it's been amazing. I don't think I'll ever use ray tracing until the 30xx cards.

Performance takes too large of a hit. In the meantime, I can still benefit from DLSS & the raw power this thing puts out.

I also don't run 4k. I run 144hz 1440p, which this card chews right through. I moved to my 2080 from a 1080 and the performance increase was noticeable.

Drop AA at 4k and a few random performance killers from ultra to high and you can get 60 fps on a 2080 or I assume a Radeon VII with most games.
