I use new text file when I want to make an empty file. Aside from that you can delete the other templates and maybe put ones that are useful to you. It's a vestage of the "document oriented" workflow that Windows 95 promoted. Instead of opening programs, you would more often open them through files. Instead of opening a program, creating a few document and saving it, you would create a new document in Explorer and open it.

Same as on Windows. Cut/copy don't do anything to the files until you paste them. When you cut, it shows them in transparent but that's just a visual effect that lasts until the folder is reloaded.
