What deepfake software isn't? At best you get a GUI written in some different language, but they all use Python scripts at their cores.

If you are doing deep learning your choices are, basically, Python, C++ and maybe Julia. If you don't use Python you are volunteering for extra pain.

There are no general purpose usable c++ deep learning systems. Nor are there any in julia. There is torch in lua and pytorch in python (but torch is being disfavored for pytorch), or (if you don't do deep learning but rather copy-paste someone else's deep learning system) tensorfl*w. Caffe is crap for anything not a convnet and is being discontinued/absorbed.
Beside being absolute crap, tensorfl*w can only run, not train, models when using c++. Moreover, anything that doesn't dispatch efficiently to gpu and deal with tensor differentiation is useless.
There are some esoteric shits everywhere (cntk, which nobody uses because it's garbage and doesn't even have basic building blocks available; chainer, which is just torch but less popular - also python; mgl's stuff, which he used only for himself; he won a higgs boson competition with it but nobody else uses it and it's in lisp), they're not actually properly usable, and none of them are in julia or c++ (or c or anything else).

For research, everyone this side of japan uses pytorch. Some people in japan use chainer but they never publish anything worth looking at. (((engineer))) sometimes use tensorflow, but it's significantly more popular to build an inhouse framework that loads the weights from a trained pytorch model and exposes a C API.
