When chrome says it's using a certain amount of ram, it isn't it's just marking a bunch of unused ram as being used, and it releases it to any program that actually needs it. Chrome is just an example, most programs that aren't fucking Adobe Premiere or Blender or something that seem to be using tons of ram are lying.
