Consider something like a Dell Optiplex 9020 or Precision T1700.
The trick is finding one with the 365 watt power supply.
See attached speccy, GPU was $169, new, ssd was $67 new, both from newegg.
If you decided to go with the small form factor, the low profile 1050TI will work, despite 4x slot. I have two in that config right now and they've been working for over a year.
