Android for kids already exists and has parental controls. Windows and Linux have parental controls and have an easy way of managing admin access. Parents can easily block domains on any OS. What you need is to make an app that is extremely normie friendly and blocks all the forbidden domains, allowing it to only be disabled by a master password, then shill that app to parents.
There's no reason to fuck around with the internet when it isn't the problem. The problem are parents who leave their kids alone on the internet.

For real though, even rather young Boomers are in their 60s by now, maybe some of the youngest are in their late 50s. The exact length of a generation is never really clear, some going for as short as 10 years and others more like 25 or more. 75 years old is actually a reasonable upper-limit age for a majority of boomer definitions.
