1) Wine is only used for post XP applications.
2) There is no shared code between the two. It's not even legal for them to have viewed the code, and they had to get rid of many developers to keep from getting sued by Microsoft.

ReactOS gets some funding from the Russian government because they do not trust Windows 10 for use on their government PCs. The common misconception is that ReactOS is a Russian based project, when it is in fact a predominately German project.
