I usually make case picks depending on what mobo because things don't always reach, which is retarded. I would get the Noctis 450 if you plan on running a loop and the P7-C1 if you're running air or you're a AIO pussiboi.

for your use case no. NVME is only good for heavy work loads that can actually use the bandwidth. Games and Windows booting doesn't take advantage of that. So you'd be paying a price premium for nothing.

It would be good if you got a rtx 2060. If that's your budget you could drop the AM cooler ( pointless ) and drop down a 650w ( plenty ) and you'd only be adding 20-30 more dollars.

Consider M.2 NVMe. Get a freesync monitor. Its only like $150 for a 24” 1080p freesync and it will make a huge difference in percieved(which is all that really matter) stability of games since it makes it so much harder to notice when framerate drops occur.

That's the motherboard attempting to correct an issue during initialization. Since DDR4 motherboards can automatically adjust DRAM settings so it might be doing that, especially if you've been trying to overclock it. Otherwise the board could be detecting some other issue like noise from some equipment you've got connected to it that doesn't deal properly with standby power or some shit. Or it could be failing. If it happens frequently run the usual tests - memory, CPU and GPU stability, etc.
