It doesnt matter how fast your cpu is, it will still hit 100% usage, just for a shorter period. If it used less, it'd open slower for no reason

Task Manager always shows high CPU usage when it opens BECAUSE IT'S USING THE CPU.

That's usually Windows Defender and its random, unasked-for scans.
