Why not? It's better than empty space and basically free in terms of cost and chip requirements compared to any other interface on there already.
It's also practically useful in a lot of areas.

RS-232 is incredibly useful for, say sysadmins.
A tiny portable pc with rs-232 is a godsend for us.

Am sysadmin. We have switches from 1995 that have rs232 for conf.

I'm not actually familiar with what would be required for VGA with modern hardware. You might need extra components to convert the video signal.

We keep old 2010 era Core 2 Duo laptops around for those since those still had serial ports. There is no fucking reason any consumer laptop should ever have serial in 20-fucking-19 though.

That serial port should unironically have been just another USB port. Serial is an extreme niche port, and completely justifiably left entirely to dongle territory.
