As of right now Russia bans the following on the internet:
- by court decision - everything. You don't even need an actual decision of court, for example when someone goes to court to ban a piracy site, court sends an order to ban the site immediately, after that they actually have proceedings and hypothetically if site owners are there defending themselves (they usually don't) and found not guilty, the ban is lifted.
- without court order: drugs propaganda (including markets), child pornography, pornography without child filter, organizing of protests, propaganda of suicide, anything that could harm children (like videos or trainriding), terrorism, everything from the long list of extremist materials (Mein Kampf, for example). They have the right to block foreign sites that don't store personal data of Russians on Russian servers, so far only LinkedIn was blocked for that. infinitechan is blocked for child pornography I guess (they have a very broad definition of child pornography). Telegram is blocked for refusing to comply with FSB order to decrypt secret chats. Dailymotion is blocked because he didn't remove some shitty russian series fast enough (and by the law if he doesn't respond fast 2 times, it's blocked forever without parole). Obviosuly Rutracker and thepiratebay are blocked for you know what.
And that two new laws is pretty much another way do block whatever the fuck they want in the minute of crisis (wouldn't be surprised all non-government news outlets go to blackhole the second some kind of protest rise up).

So far their weapons of choice are Shadowsocks and Wireguard. Then you just buy a small VPS and just play with it, setting up OpenVPN, Shadowsocks, Wireguard, read the manuals and tweak stuff.

Yes, most of them works. The main problem with Internet censorship in Russia is there are so many small local ISP in the country, it's hard in control them all. They're working on that as of now. There is a special testing device every ISP must install, it randomly tests connection to forbidden sites and if it goes through, ISP receives an automatic fine.
The biggest threat to small ISP is Yarovaya's law - law basically mandates all ISP to store ALL customer's traffic (not metadata, the whole damn thing) for a half of year. It was passed and 'in action' as of now, but they haven't check anyone for compliance yet. The whole idea is to kill all local ISPs and force them to sell themselves for a penny to big guys or die because no way in hell they could afford to store all customer's traffic for 6 months.

I fucking WISH for the shutdown of free internet, because tythen nobody would use it anymore. And I wouldn't have to pay for internet to communicate with people I don't like just because "if you don't have internet there's something wrong with you, so pony up those hundred bucks a month!"

Shadowsocks could be reliably obfuscated as tls and relayed through cloudflare for extra measure. From ISP's side it looks exactly like typical connection to some site behind cloudflare.
