The beauty of the internet it was built to be fault tolerant. Trying to organize the internet on a global scale is like herding cats, its nearly impossible. Doing so would have much harsher outcome than you've thought through.

I'd wager to say that small fraction of the internet is used for social media when you take into account all the business and messaging that goes on in the back-end.
