I'm not using google DNS and I still get a 403. notmoot fucked up. If Jow Forums is load-balanced across different servers it could be an issue with some of the servers, which would explain why it doesn't affect every DNS service. It's definitely not google's fault.

It's CloudFlare, so just get another CloudFlare IP like 1.1.1.1 and edit your hosts file to make the blocked domains go to it.
You can request any CloudFlare hosted website from any CloudFlare IP. CloudFlare determines which site to serve only by looking at the HTTP Host header field.
