It's faster than a 1060 and nobody who pays their own power bill would consider the difference under load meaningful unless they were doing something like mining so that the card was flat out 24/7. And once you underclock and undervolt the card down to 1060 performance, power consumption between the two is essentially equal.

Would be a decent upgrade if you get the 8gb model. Just avoid the XFX FatBoy since the cooling is crap.
It's on 12nm, so better voltage curves and better efficiency when overclocked/undervolted. Also you can still biosmod it, unlike Vega/Radeon VII
