Contactless were a fad in around 2007-2010 in the US. They weren't super popular, because retailers except maybe 7-11 and Walgreens had no incentive to adopt and issuers thought NFC was an unnecessary expense. Merchants weren't liable for chargebacks with chipless cards as long as the person signed a receipt or put in a PIN for the payment. The liability shift happened around 2016 with the mass introduction of chips in the US market.

It's different now that more phones have NFC support, but it'll take time. Many places don't let you use NFC because their terminals don't support it, or business owner doesn't know how to turn it on. Remember, we're a country of over 320 million people, with about half in some very faraway places. These things take time.
