It's this. Regardless of anything else too, it's useful for boostrapping. It's not like titlecards require a high bitrate in the majority of videos which allows you to use a tiny bit of bandwidth when the discrepency is low and preload the higher resolution in those couple of seconds.

For example consider the size disparity of a mostly black frame for 3 seconds with basic text over it. Or a static image, etc.
You can preload a good amount of the actual content in those cases, be it video or the audio stream.
