No country in the west emphasises privacy because there is a need to balance privacy with the freedom to do certain things that privacy may restrict. An example is buildings with windows, privacy laws would prevent you from building windows in certain locations.

The problem is, people don't want "windows" into their computers and the government is abusing the policy on law to make that window. It's not the same context as a house or physical location. Most people want privacy to some degree in their computers.

You see, it's not quite like the window scenario. There should be policy to get people to use technology to improve efficiency. When you start invading privacy, you are potentially turning people away from that tool and reducing efficiency.

It's bad enough already with information barriers within corporations. Now they might need barriers to simply keep up with their ethical obligations, that is, avoid using tools that increase the worker's efficiency for the sake of protecting the clients confidentiality.
