Just "window manager" is enough. A desktop environment is itself not "non-tiling", but it includes a window manager which may or may not be non-tiling.

thats tiling by default unless the config file can bve set to floating

bspwm

I wouldn't say the best, but at least the least worst, and it's KDE

Openbox

yes config.f or config.h or something like that you edit it you recompile and the changes take effect

Window Maker

Is there a window manager that has both a tiling and a compositing mode?

compton just install compton

Openbox+tint2

dwm for minimalists.
Openbox for everyone else.
>best DE
There is none. Like with OSes and browsers, all suck and succeed in their own way.
Although most (!) Jow Forumsentoomen prefer one of those three: KDE, GNOME, Xfce

GNOME or xfce are my gotos. KDE is disgusting. Open box is good if you wanna spend time configuring it
