That's just if it's read/writing or being read from, otherwise it's perfectly safe. All ejecting it does is send a C&D to it, so if it's actually not doing anything it's fine to pull it out.

Half way through the install it suddenly crashed.
So he made me a new one.
Same story, but it crashed at a different point.
3rd time I noticed he pulled the drive out without ejecting, so I told him to not do that and try a 4th time - worked perfectly.

New Windows 10 insider builds should let you rip out thumbdrives safely, but old Windows and pretty much every other OS ever including Linux, BSD, macOS will possibly corrupt your files if you do that, and will definitely mark your filesystems dirty.
