Because Linux distros usually don't ship with proprietary codecs.
Install vlc-core, it'll install all the 3rd party codecs you need without the vlc player.
Better yet, just install vlc.

weird, I use smplayer + mpv coming from 18.10 and they survived the upgrade.
I don't know which ppa it was but when I enabled all the ones disabled during upgrade only one bitched about not having a disco branch yet.

also use LTS if you can't handle problems or wait for fixes

aptitude giving a better solutions than apt-get...
even if the source list is the problem it modifies the system to install it properly
sudo apt-get aptitude
sudo aptitude install mpv

fix
sudo apt-get install aptitude
sudo aptitude install mpv

locate mpv

if its find something
sudo apt-get remove mpv
sudo apt-get install mpv
