For a lot of anime that is true, but not for all. There are very few anime that are native 1080p, most are either 720p or something in between like 810p or 900p. Of course official releases like streaming and blurays are always scaled to 720p or 1080p no matter the native resolution of the show. Some fansub groups reverse this process and restore the native resolution.

not really a question related to private trackers but with torrents in general. so, I wanted to create a torrent and seed it n shit, but for some reason I wasnt seeding to other peers. Oddly enough, I can seed other torrents that I've downloaded.

First thing I'd look for is a release by a reputable group because imo the quality of the subtitles is what's most important. (obviously this doesn't apply to dubbed releases) Blindly going for 1080p is something I'd only do if I'm struggling with ratio. There are also collages with animes organized by their native resolution that might help you choose. That said there's nothing wrong with 1080p even if the native resolution is lower, except that the files will be larger.
no that's usually not required for public trackers. since you are behind cgn youre not connectable son in order for you to be able to seed the person trying to leech from you must be connectable, which might not be the case here
