I have an old smartphone (not that old, i bought it 3 years ago) and I want to use it as a security camera for home.

How do websites and programs usually determine what language to use if they have multiple options?

I ask because I always want stuff on my computer in English, but I keep getting websites and programs in my local language instead. My OS language is set to English, but I don't live in an English speaking country and I'm using a non-English layout keyboard. Do websites and such go on IP? Or do they detect keyboard layout? Or is it something else?

And what about programs? Because I always pick English in the installer, but then it still doesn't end up being English in the end. It makes no sense to me. If I pick English in the installer, why would I not want it in the actual program? It drives me nuts.

How do I know what a monitor looks like before I buy it? The only hardware store where I live only had 1080p TN monitors with no video displays or anything to compare with. They did have a bunch of 4k smart tvs with some nature documentary to compare and they looked great.
I'm mainly going to be watching movies or playing "cinematic" games, so I don't care about the refresh rate and just want the best colors and picture quality.

No, the facebook widgets are known for looking the facebook cookie in your browser at load time, which allows them to know what websites you've been visiting.

Well, it's technically possible to do this by first shrinking your Windows filesystem, then shrinking the partition on your disk containing that filesystem, and installing Linux into the now-free space. This is a touchy procedure though, and if you mess it up you can easily corrupt everything on the whole disk.

I'd really strongly recommend just saving up until you can get an external hard drive or something to back things up onto. Or asking a friend to bring his computer over so you can borrow a few hundred GB of space for an afternoon or whatever.
