i am reading their maintainer's guide and developer reference but none of them have stated to avoid patching when not necessary

No, it's not. I could do a better job at that alone.

They haven't explicitly stated it. If you've been a debian user for a while you've seen more and more packages updated to match their upstreams over the last few years. There's been discussion about it in mailing lists as well, but I don't know how to track anything in particular down.
