Are switches really like thousands of dollars? I have to designed a network including which routers and switches to buy to support the users shown in pic related. A 48 port switch from cisco that can do gigabit on all the ports is like 6 grand and I think I'd need several of these expensive switches or one like mega expensive one?

There are different types of switches.
Some switches that are ultra-low-latency and used for things like financial trading, etc. are overkill for a normal office usage.

A standard 48port GB switch is much cheaper that 6 grand.

Whether or not, and how you want to isolate/separate the sub-networks depends on what types of resources they access.
The network does not always have to reflect the corporate hierarchy (i.e. do you really need to separate marketing from HR when in practice they'll spend all their day on Facebook?)

There is more to a switch than just speed. You may be looking at PoE and VLAN supported switches. What some in IT do in small buildings is have the main switch be a 24 port with PoE (wireless AP, other devices) and configured for VLAN connections. They will usually have a 2nd that is configured the same as backup, this prevents long down time in case of upgrade or hardware failures. Then they connect to basic 24-48 port switches for the rest of the building.

The only time you want everything PoE is if you are using VOIP phone systems that use PoE and the phones dont normally come with a power adapter.

Cisco is top tier but priced that way, Adtran/HP is a reasonable midrange, and Ubiquiti will cause a bunch of headaches.

Cameras are more their own isolated switch or built into the main unit and often it's own VLAN. Your primary PoE switch connections is the connection into the building, wireless AP, servers and the basic switches. It will be the 1 unit you want to make sure is top quality and always properly patched.

At the thousand dollar price point your switches ARE routers, also known as Layer 3 switches.
If it's a fairly small business and not likely to expand to hundreds of machines you're probably better off getting dumb switches for each room (up to 12 devices) and expensive Layer 3 switches to bind them together and stick the servers on.
A mega switch will give you the most control, but it's also a single point of failure. If a dumb switch dies you can swap it out. If one of the managed switches dies you might be able to rig a bypass until you can replace it. If the mega switch goes your whole network structure is out the window until you can replace it.

thanks this is somewhat what I've decided and for the same reasons.
My professor made the assignment really confusing when he was trying to make it less confusing (online class) but I'm just gonna do the assignment how ever the h*ck I want he probably won't even look at it
