If games used standard OpenGL AMD will out perform. However if they use GPU vendor specific extensions, then no. nVidia created their own branch of OpenGL extensions for a custom OpenGL.

this. unless the developers pinpoint the bug and find out something in opengl or glsl that doesn't work properly, according to the specification, they can't blame amd.
to give an example, i once forgot to initialize a variable in a shader, in which case the results are undetermined. amd's implementation defaulted to 0, so it worked. nvidia's implementation didn't do any initialization, so it was flickering. that doesn't mean it's nvidia's fault.

If this was 2016 I'd agree but gpu progress has stalled since cuda and gcn where throwing bigger dies and more cores at the problem + die shrinks don't help.

Vulkan is the only one I've seen that scales properly.
Dx12 is useless even more so than 11 because almost every implementation is broken and loses performance over 11/vulkan hence why Ms has silently dropped it and backported it to 7

GDDR6 isn't an issue in general and the majority of cards would do well with it.
It is an issue when it's not present on a $1300 card or even a $800 one.
"massive loss" is an exaggeration.
Nvidia is as anti consumer as possible and making the absolute most amount of money possible, which to be fair is totally okay for a business to do.
But when that looks like a $1300 card that is dramatically slower than it should be with a locked bios, locked voltage, locked power limit, frequency wall enforced by nvapi when temp is >0c, doesn't want to work if it detects its in a VM, well then yeah I don't think people should buy their shit unless money in the 1k range means nothing to them.
Right now I would prefer a radeon vii to a titan rtx and a 980ti to a 1080ti because they do not behave like an iPhone and will do what I tell them to do which is like the basis of computing.
IF and it's a big IF we see a healthy GPU market in the next 3 years cards will be 3, 4x faster than turing for far less money.
I've actually been without a GPU since my 980ti died in november because I have a gsync monitor and dont really wanna buy another used 980ti for the same price i paid in early 2017.
