Nope.
0 dropped frames on the decoder, lots of dropped frames on the output renderer.
Perhaps if I turned off everything the output renderer is doing to improve image quality (and I don't have THAT much on) it would manage it, and CPU based output renderer can't manage it either.

VLC can't even play 4K. use something that uses GPU for rendering and CPU won't be at 100%.

No. Even when I disable my usual config and switch to bilinear scaling, my Ryzen 2700x drops frames like crazy.
What's more surprising is that hardware decoding with my GTX 1070 is even worse. Perhaps I'm doing something wrong. I never use hardware decoding, so I simply set hwdec=auto, which makes mpv use nvdec.
