Either way do it manually faggot. Go through every folder in AppData, Program Files and Program Data. Task Scheduler, MSconfig, Startup Folder, MSAutoRuns, Services. All of it.

BleachBit is pretty good at cleaning files.
You might also want to try Little Registry Cleaner but benefits are negligible compared to the risk.

Bleachbit, check everything except the deep scan and tasks which would take a lot of time to perform.
Check the services, permanently stop everything what user does not need , the same goes to startup programs.
Protip: Disable animation, embed icons etc. in setttings.
Protip2: If the user uses HDD drive you might also clean up registers and disable some, such as auto download windows updates in the background.
