You gotta have Cygwin installed with its basic packages to use it, but it's called WinScreenyReborn (you can find it on github).
Another one that's meant for windows is cmdfetch (this one needs lua after you install cygwin though, or lua + ansicon if you want to use it in the regular ol' windows command prompt).
Neofetch even works with cygwin now BTW.

I have nothing good to offer. I just switched from MATE to Cinnamon today, so I just translated my layout from that to here... Works well for me desu.
At least its a good version of Windows. Can't complain too much really.

Change the terminal color theme in the options of cygwin. Even a couple of the included ones are nice. You can access the terminal options via right clicking anywhere in the window. That should spice it up. If you mean that screenfetch-like programs are boring, then you are right.
