That's the problem though, Trump is trying to use cheap gangster tactics with a country that would rather watch the world burn than lose face in a shitty trade deal. Blacklisting Huawei, arresting their CFO, shit-talking the BRI, telling China they can't buy crude from Iran anymore AND performing freedom of navigation exercises while backing Taiwan might all be negotiating chips for Trump, but for China they mean one thing and one thing only: that America really, really fucking hates China and will stop at nothing to contain and destroy them. Basically China is realizing the only way to negotiate with America is to lock and load, double down and dig in for the long fight, especially after they saw how the last American trade war crippled Japan.

Even if Trump gets reelected, Xi can wait another four years for the next president who might actually retain reasonable advisers (as in people who won't just tell Trump that no one would dare retaliate if we tariff them). The Chinese government is thinking in decades while Trump is only thinking about the next tweet cycle and the next election at most.

It is not just Trump. If the US government, as a whole, didn't agree with Trump, they could modify the law that he abuses and which let him decide international trade alone.
