AAC

Provided your phone supports all of them and you're using the most efficient encoder for each one:
Opus > AAC > Vorbis > MP3

AAC will likely have the more power efficient decoder, though.

Nothing. You don't transcode from lossy to lossy ever. Buy more storage or delete the worst half of it.

It's not advised to transcode lossy to lossy, but it's not the end of the world either.

I use Vorbis on my Rockbox player. I wish Rockbox wasn't kill so we'd have a better Opus decoder.
