Why are so many websites using captcha? Is it really necessary to check for bots constantly? To name a random example, Jow Forums already filters duplicate posts and limits you to 1 post per minute. How bad could it get if some scriptkiddie set up a spambot once in a while?

Captcha is not designed to stop spam. Its purpose is to punish people for leaving Google's ecosystem and ensuring that even outside of it they can gather data (which is then sold) on you.

Yes, set up any public board, and within a few months, once the crawlers have updated, you'll start getting the first of what will eventually become a flood of spam complete with links to dodgy chinese websites.

approving new IP's on a board like /n/ or /an/ would be a few clicks per day at most, and scare away 12 year old shitposters at the same time so it probably saves moderation effort as well
you could still give phone posters the ability to captcha, or even better, ban phoneposters altogether
