10W is about the max you can get away with fanless, still needs big block of aluminum to cool.

Doesn't mean anything. There are plenty of products which include CPUs that are too much for their form factor and so throttle like crazy. Even $1000+ Crapple laptops.

OEM needs to be braver and stick dual intels on AMD boards. Moreover, Ryzen embeded are equipt with dual 10gbit ethernets and for some reason supermicro, asrock and sapphire are slapping on extra realtek chips.
